'Low-cost' carrier Ryanair is to impose a €30 surcharge on customers who cannot cram all their duty-free purchases into the one item of on-board baggage allowed per person.

Handbags, laptops, duty-free shopping and briefcases will count as separate items under new baggage restrictions being operated by their airline.

And anyone who cannot or whorefuses to squash their box of chocolates or personal computer into their suitcase will face being put off the plane unless they stump up the additional fee.

Ryanair operates a strict policy where passengers can only carry one item of cabin baggage on board.

Its website advises passengers that handbags, briefcases and laptops "must be carried within your permitted one piece of cabin baggage".

However, a boarding card obtained by the Irish Independent shows the restriction has been extended to include duty-free shopping.

The boarding card says: "Strictly one item of cabin baggage per passenger weighing up to 10kg with maximum dimensions of 55cm x 40cm x 20cm is permitted.

"Handbag, briefcase, laptops, duty-free etc must be carried within your one piece of cabin baggage . . . we reserve the right to cancel your reservation without refund and to deny you boarding if you arrive at the boarding gate with more than one cabin baggage or if that item exceeds the maximum dimensions."

Consumer watchdogs last night slammed the airline's "mercenary" charge.

The Consumers' Association of Ireland said only the ticket was low-cost, with Ryanair "mercenary" about extracting money from customers.

"This is calculated to really extract the most money from the customers," said Consumer Association of Ireland Chief Executive Dermott Jewell.

"The process is clearly profit-making. Customers of Ryanair need to realise that apart from flying, everything else attracts a premium.

"It's extremely bad news for the duty-free shops. We have a global crisis and this is another negative knock. Most people carry a laptop as a necessity. It really is a particularly mercenary charge from Ryanair."

Ryanair said there was 'no exceptions' to the rule, and that it came about after a "growing number of passengers" attempted to carry more than one piece of hand luggage on board.

In one case, it claimed, a passenger attempted to carry five items of hand luggage on board an aircraft.

"Ryanair's generous free cabin baggage allowance, of 10kg per passenger, is restricted to one bag into which passengers must place all handbags, laptops etc. This policy is enforced across the network, to ensure fairness to all passengers," a spokeswoman said.

"Ryanair passengers who do not comply and present with more than one piece of hand luggage will be charged e30 at the departure gate and have their bag placed in the aircraft's hold.

"Passengers can half this charge by opting to check in a bag at the time of their booking or before they travel."

Passengers unable to place items into one bag and who refused to make the additional payments would not be allowed to travel, they added.
